The Debt Ceiling

So.  You're family is in financial trouble.  You sit down to come up with a plan how to get out of debt.  You think of cutting spending.  You think of cutting expenses and luxuries.  You think of working harder and taking on more work.  But, who in their right mind thinks of borrowing more money?  To put themselves into deeper debt?

Ok and why are we paying farmers NOT to grow stuff?
